Yes you can? But some universities that accept a second class lower have limits. For the CGPA scale of 5.0 most universities accept minimum of 3.0 for direct entry admission.

For a CGPA scale of 4.0 most universities accept a minimum of 2.5 for direct entry admission.

It does not mean that if you have a CGPA less than what is stated above that you won't be given admission. You can still be given admission if you have luck on your side.
